Formation of Safety, Environmental and Labor Management System of OAO Oil and Gas Company “RussNeft”

To improve its work in the sphere of environmental and industrial safety, valuation and control of ecological and industrial risk, as well as to raise investment appeal, the Company has since 2006 been working over formation of the Industrial Safety, Environmental and Labour Protection Management Corporate System based on the international standards of ISO and OHSAS.
In 2007 there were held intramural audits of the head office, OAO “Varioganneft”, OAO “Belkamneft” and OAO MPC “Aganneftegasgeologia”, of the net of gas filling stations in Moscow and the Moscow Region and of the oil loading terminal, as well as extramural audits of upstream companies. The company has drawn up documents for the Management System of OAO NK “RussNeft”, documents for the subsidiaries, training on the basis of the documents, seminars on discuccion of the prepared model sets of documenrs has been arranged at the subsidiaries and in the head office of the Company.
In 2008 a number of the documents of the Industrial Safety, Environmental and Labour Protection Management System of OAO NK “RussNeft” were enacted. The Company appointed managers for the Industrial Safety, Environmental and Labour Protection Management System of OAO NK “RussNeft” and set up the Committee for Industrial Safety. Environment and Labour Protection Matters.
In 2009 within the frames of work on introduction of the Corporate Management System at OAO “Belkamneft” and OAO MPC “Aganneftegasgeologia”  there was introduced Management System meeting the requirements of the Russian legislation and the international standard ISO and the international specification OHSAS.
The main tasks of the companies, according to the Management System, are preservation of life and health of the emoloyees, raizing of industrial safety as well as reduction of negative environmental impact in the regions of their business activity.  In order to implement these tasks the Company worked out a number of measures aimed at prevention of the risks of industrial traumatism and industrial deseases, plans of localization and liquidation of emergencies and reduction of environmental impact.
In connection with enactment of the international standard OHSAS 18001:2007 and taking into consideration reorganization of the companies incorporated in “RussNeft”, which had taken place due to changes of business relationships within the company, there arose a necessity of updating the existing Management System.   
According to the decision of the Board of Directors of OAO NK “RussNeft” on introduction of the Industrial Safety and Environment and Labor Protection Corporate System before the end of 2011 and obtaining of the Certificate of conformity with the requirements of international standards ISO and OHSAS, the Company started in October 2010 works on  reinstating, updating and introducing  the Management System and getting it ready for certification.
In December 2010 the analysis of the current status of the Management System was completed and the measures necessary for its reinstating, correction and updating were determined. Recommendations for updating and the Schedule of measures were elaborated.
At present the Company is working over actuaization of the documents of the Management System and its introduction according to the Schedule of Measures.
It is planned to complete the works on introduction of the Management System in July 2011, certification audit and obtaining of the certificate are scheduled for August-September 2011.
