«Sobolinoye» group of companies affiliates a number of NK “RussNeft” subsidiaries at Tomsk Region. It comprises ZAO “Sobolinoye”, OOO “Stolbovoye”, OOO “Duklinskoye”, OOO “Grushevoye”, OOO “Fedyushkinskoye”, OOO “Poselkovoye”. The group is developing 6 oil and gas fields at Tomsk Region, the enterprises of this group were named after the names of license areas, which are under development. Operator services on production for “Sobolinoye” group of companies are rendered by ZAO “Tomskaya neft”. In 2010 the enterprises of the group produced 221.394 thousand tons of oil.
On the base of these enterprises of Tomsk Region “RussNeft” intends to provide stable growth of production due to supplementary exploration and production drilling. The Company is intended to advance Stolbovoye oilfield to the maximum level of commercial development, its recoverable resources of oil according to C1 category amount to 12.779 million tons of oil; by C2 category – 5.543 million tons of oil. In the next three years “RussNeft” plans to bring the annual oil production output at Stolbovoye oilfield to 1 million tons. In 2010 at Stolbovoye oilfield oil production output increased 3.8 times as compared with last year. 11 new wells were drilled here in 2010. The extent of production at Stolbovoye oilfield in 2010 amounted to 127.546 thousand tons of oil.
At present at Fedyushkinskoe oilfield, with 3.780 million tons of recoverable resources by C1 category; 653 thousand tons of oil by C2 category 3D seismic surveying is being conducted. Studies will make it possible to specify the geological structure of the oilfield, prepare to set it into the industrial operation.
At Sobolinoye oilfield with 1.6 million tons of recoverable reserves 33.790 thousand tons of oil was produced in 2010.
In the last three years the company paid considerable attention to formation of the engineering and production infrastructure of Tomsk oilfields. Thus, in 2007 there was put into operation energy- complex with power 3,7 MW and complete utilization of associated petroleum gas, chemical laboratories at the field and pipeline metering station “Sobolinoye” were reconstructed. During subsequent years a modern administrative and residential block, a sewage system and disposal facilities were put into operation.
By 2010 on the basis of Tomsk enterprises “RussNeft” plans to ensure stable growth of production due to supplementary exploration and production drilling. At Stolbovoye oilfield it is planned to increase an output of oil production 4 times in comparison with the last year. This year 11 new wells will be drilled there. The company’s ambitious plans for the development of Tomsk region oilfields are hampered by the lack of necessary capacities for transporting oil from oilfields to OAO ”Transneft” geophone receiver points of hydrocarbon.   
The company is considering different ways to solve this problem. Thus, NK ”RussNeft” plans to complete the construction of process pipeline 146 km in length, which will connect Stolbovoye and Verkhne-Salatskoye oilfields. Introduction of this pipeline will allow to transfer oil from Stolbovoye and Grushevoye oilfields to CPF of Verkhne-Sasatskoye oilfield, developed by ZAO “Tomskaya neft”. In 2010 necessary calculations were carried out and project documentation was prepared. Furthermore, in 2010 at Stolbovoye oilfield 16 km pipeline was constructed from oil treatment facility, which is being constructed, to tanker oil loading station. The pipeline is already put into operation, the construction of oil treatment facility is planned to be completed in April 2011.     
OAO NK “RussNeft” pays special attention to realization of projects aimed at the increase of the level of effective use of associated petroleum gas. At Stolbovoye oilfield it is planned to build power complex with a capacity of 10 Mw for associated petroleum gas utilization object.
