Keystone components of HSC Management System of ОАО Oil and Gas Company «Russneft»

Management System of ОАО Oil and Gas Company «RussNeft» consists of the following keystone components (picture 1):

                    • Policy in the sphere of industrial safety, environmental and labor protection.

                    • Activity planning in the sphere of industrial safety, environmental and labor protection.

                    • Implementation and Functioning of Management System.

                    • Auditing.

                    • Analysis on the part of Administration.

Policy is a statement of the Company in the sphere of administration of industrial and environmental risk, officially stated by top management.
Policy of ОАО Oil and Gas Company “RussNeft” in the sphere of industrial safety, environmental and labor protection determines priorities, obligations and main directions in the business of the Company in the sphere of HSC Management System.
HSC Policy of subsidiary joint company has aims and obligations in the sphere of industrial safety, environmental and labor protection similar for every subsidiary and not contradicting to the Policy of ОАО Oil and Gas Company “RussNeft”.

Activity planning is based on the estimation of industrial and environmental risk.
By defining of priority directions in business the following points are taken into consideration: 

                  • character and scale of  industrial and environmental risk;

                  • requirements of normative legal acts;

                  • obligations indicated in the Policy;

                  • technologic and financial capacities of the Company enterprises.

Both plan and long- and short-term indicators on industrial safety, environmental and labor protection as well as the Programs of achieving these indicators are formed on the basis of the stated priority directions.

Implementation and Functioning presupposes organization and practical realization (functioning) of Management System. Effective functioning of Management System includes the following basic elements:

                    - Distribution of responsibility and authority in Management System.

                    - Educational system, guarantee of actual knowledge and competence of the staff of ОАО Oil and Gas Company “RussNeft”.

                     - Contact between different levels, subdivisions and specialists of Management System of Oil and Gas Company “RussNeft”, its 
                     subsidiaries and their structural subdivisions, as well as contact with external interested parties.

                    - Records Management, including records of Management System.

                    - Procedure control,consisting in indication and control of production and business activities connected with important            
                     environmental and industrial risk.

                     - Prevention system of extreme and emergency situations of ОАО Oil and Gas Company “RussNeft”.

Auditing has a form of monitoring, estimation of normative and other requirements of industrial control; near-accident, personal injury and emergency situations analysis; internal auditing. Based on the results of auditing Management System correspondence is set up, degree of conformity of entire system and its elements to the requirements of Russian Federation law, international standards and records of Management System. In case of finding real and potential discrepancy in Management System, corrective and alert actions are worked out.

Analysis on the part of Administration is a periodic monitoring of the results of Management System activity on the part of top management of ОАО Oil and Gas Company “RussNeft”, as well as managers of subsidiary enterprises and their structural subdivisions in order to estimate Management System functioning and take measures oriented to correction and perfection  of Management System and its individual elements.
