Biography President of NK RussNeft OAO Mikhail Gutseriev

Born on the 9 th of March 1958 in the Town of Tselinograd, Kazalh SSR, in a family of many children.

In 1975 Mikhail Gutseriev finished  secondary school.

Education and academic degrees:

  • Dzhambul Technological Institute, chemical engineer.
  • Russian State Oil and Gas University after Gubkin, Moscow, engineer, Profession: engineering and technology of oil and gas industry.
  • Financial Academy under the Government of RF, economist, Profession: finances and credit.
  • St. Petersburg Law University, jurist. Profession: civil law
  • Post graduate school of St. Petersburg Law University, candidate of legal sciences, specialized in criminal procedural law.
  • Doctorate study at the Economic Academy of Russia after G.V. Plekhanov, doctor of economics, specialized in free economic zones
  • Member of International Informatisation Academy
  • Member of Russian Academy of Social Sciences
  • Member of International Academy of Economics and Law
  • Member of Security, Defense, Law and Order Academy
Labour activity

In 1975 Mikhail Gutseriev started his labor activity as loader (warehouse worker) in Grozny

1976 - 1982 Dzhambul Factory of folk hand-made arts, the Town of Dzhambul, Kazakh SSR, initially as roll-forming worker followed by foreman.

1982 - Chief Process Engineer at Grozny Production Association, RSFSR Ministry of Local Industry, Grozny.

1983 - In charge of technical and then production department of a company.

1984 - Senior workshop foreman.

1985 - Chief Engineer of a company.

1986 - 1992 - General Director of an association.

At the earliest stage of the perestroika period Mikhail Gutseriev founded a Russian-Italian joint venture, the first one in the Northern Caucasus. It was a furniture factory called CHIITAL . Mikhail Gutsiriev was also a pioneer of the private bank business in the USSR. In the end of the 80s he established one of the first cooperative banks in this country.

In 1991 he was elected Chairman of Businessmen Association of Checheno-Ingush ASSR.

1992 - Mikhail Safarbekovich founded and headed Moscow Industrial Commercial Company “BIN” (Bank of Investments and Innovations).

From 1994 - President of BIN Stock Commercial Bank.

1994 - He was elected President of BIN Consortium, joining industrial enterprises, commercial and consulting companies, money management organizations including companies active at the oil products market.

In November 1994 the Government of RF placed Mikhail Gutseriev in charge of the Administration of INGUSHETIA, Economic Favor Zone.

In 1995 Mikhail Gutseriev quitted business activity and became a politician.At the parliamentary elections in 1995 he was elected a deputy of the State Duma of the Federal Meeting of the Second Convocation. At the Duma he took up the post of Deputy Chairman, and coordinated the activity of the Committee on Industry, Construction, Transport and Energy, Conversion and High Technology Committee, Committe on Science and Education

Agricultural Committee, Nationalities Committee, Public Relations and Religious Organizations Committees, he also looked after connections with Arab and Middle East countries.

Being the State Duma curator of all the matters connected with the Caucasus Mikhail Gutseriev took an active part in solving numerous national conflicts in the region, settling Chechenian crisis and stopping the war operations on the territory of the Republic.

In December 1999 being an independent candidate, Mikhail Safarbekovich was elected a deputy of the Third Convocation Federal Meeting of the State Duma over the 12 th single-mandate okrug.

In February 2000 at a special meeting of shareholders he was elected President of OAO NK SLAVNEFT , the State Russian-Belorussian Oil and Gas Company.

May 2000 - Mikhail Gutseriev was noted with HONEST TAX-PAYER annual premium issued by RF Tax and Fees Ministry.

September 2000 - The BEST MANAGER OF THE YEAR in oil industry at an authoritative contest of The COMPANY (a weekly).

February 2001 - Vice-president of Russian Manufacturers and Businessmen Union.

In February 2001 having greatly contributed to the development of the economic science and establishing oil business in Russia Mikhail Gutseriev was the first among the leaders of this country oil and gas business to be elected Member of Russian Academy of Natural Sciences (RAEN).

May 2001 - Peter the First National Public Prize for significant contribution into the development of RF economy.

March 2002 - Winner of the FINANCIER OF THE YEAR All-Russian Contest organized by Chamber of Commerce and Industry.

September 2002 - M. Gutseriev established and headed RussNeft , an oil and gas company.

In June 2003 at an annual meeting Mikhail Safarbekovich was elected President of ASSONEFT, Small and Medium-Scale Oil and Gas Production Companies Association.

November 2003 - He was re-elected as Vice-president of Russian Manufacturers and Businessmen Union.

In December 2003 the meeting of ASSONEFT members, Small and Medium-Scale Oil and Gas Production Companies Association, complied with the request of Mikhail Gutseriev to relieve him of the responsibilities of the Association President due to dynamic growth of RussNeft and its transformation into a vertically-integrated oil holding company.

September 2004 - The BEST MANAGER OF THE YEAR of the Fuel and Energy Complex in the COMPANY (business weekly) Contest.

October 2004 - Winner of the RUSSIAN NATIONAL OLYMPUS , a leading All-Russain prize, RussNeft being acknowledged as one of the leading Russian companies by the authoritative jury.

November 2004 - In the framework of PROFESSION AND LIFE International Prize instituted by the World Health Organization and RF Emergency Ministry Mikhail Gutseriev was recognised as the MAECENAS OF THE YEAR for outstanding services in the construction of social institutions and donations.

December 2004 - RussNeft is acknowledged as the COMPANY OF THE YEAR in the DISCOVERY OF THE YEAR Nomination of the contest conducted by RBK Holding Company under the aegis of RF Ministry of Economic Development and Trade.

March 2005 - Corporate newspaper RussNeft Time  was recognized as the best corporate edition of 2004.

June 2005 - Mikhail Gutseriev was given a Letter of Gratitude from RF Federal Service on Drugs Turnover Control.

July 2005 - Awarded the Russian Orthodox Church Order of St. Sergius of Radonezh, Second Class, for restoration and building orthodox churches.

September, 2005 streets in the city of Grozny and at the Goity village, Republic of Chechnya were named after Company’s President Mikhail S. Gutseriev.

March, 2006 Mikhail S. Gutseriev was elected Chairman of the Russian-Algerian Business Council, under the aegis of the Chamber of Commerce and Industry of the Russian Federation
and the Ministry of Foreign Affairs of the Russian Federation.

May, 2006 Mikhail S. Gutseriev was awarded a First-Order Great Gold Medal of ‘Orden of Maecenas’.

December, 2006 Mikhail S. Gutseriev won the awards ‘Best Managers of the Year’, presented by the weekly magazine ‘Kompania’.

December, 2006 Mikhail S. Gutseriev won the ‘Litsa Goda’ awards in the category “Businessman of the Year”, presented by the publisher’s holding ‘Sovershenno Sekretno’.

In May, 2007 the Council of Muftis of Russia gave the highest Muslim religious award to Mr. Gutseriev – Al-Fakhr Order of Honor of First Degree for outstanding contribution to moral and spiritual renaissance of Russia’s peoples and its traditional religious confessions and for large-scale charity work.   

In August 2007 Patriarch of Moscow and All Russia awarded him Order of Daniel of Moscow,  Grade II for his contribution in reconsruction of one of the most majestic temples of Russian Orthodox Church - St. Michael Cathedral in the city of Izhevsk (Udmurtia)

Mikhail Safarbekovich is an author of five monographs and a series of science publications on the problems of free trade zones and offshore business in Russia.

He is a founder of a number of public and charitable organizations.

Mikhail Safarbekovich is a master of sports' contender in decathlon.

He is married, bringing up two sons and a daughter.
